ANNOUNCEMENT OF SHORT COURSES UNDER HUMAN RESOURCES DEVELOPMENT COOPERATION PROGRAMS IN THE FRAMEWORK OF CHINA’S FOREIGN AID 2013/2014.

 

Applications are invited from qualified Tanzanians from the Public Sector to apply for the following Short Courses tenable in CHINA for the year 2013/2014.

 

Eligibility requirements:

 

·         Should be Public Servants of not more than 45 years of age,

 

·         Should be engaged in the management of relevant field.

 

·         3 years and above working experience in the relevant field

 

·         Proficient in English

 

·         In a good health and free from infectious disease

 

·         Applicants who are at Directors/ Commissioner Level should be under age of 50.

List of courses and application forms are obtained at www.utumishi.go.tz.

Applicants from the Regions/ District are highly encouraged to apply. The application form should be returned to the President’s Office, Public Service Management, in the Division of Human Resource Development, Ground Floor Office No.17 in duplicate, with a formal letter of introduction from the employer,CV and

MATATIZO YA MITAMBO YA UCHAGUZI KENYA

Shughuli ya kuhesabu kura za uchaguzi wa urais nchini Kenya, ilisimamishwa usiku kucha kwa sababu ya hitilafu za mitambo ya tume huru ya uchaguzi na mipaka iliyokuwa inatumika kwa mara ya kwanza katika uchaguzi wa Kenya.

Maafisa wa tume hiyo, wamelazimika kusafiri kwa barabara kutoka umbali wa maelfu ya kilomita ili kwenda katika kituo cha kutangazia matokeo ya kura za urais mjini Nairobi kuwasilisha fumo zao za matokeo. 

Mfumo wa Elektroniki, tayari umekosolewa vikali kwa kusababisha kuharibika kwa kura nyingi, zikikisiwa kuwa zaidi la laki tatu.

Maafisa wa uchaguzi wametoa wito wa utulivu na amani kwa wakenya wakati tume ikiendelea kutatua tatizo la kura.

Naibu waziri mkuu Uhuru Kenyatta,ambaye anatakikana na mahakama ya ICC kwa uhalifu dhidi ya binadamu, wakati wa ghasia za baada ya uchaguzi Kenya, miaka mitano iliyopita, angalia yuko mbele katika matokeo ya uchaguzi wa urais.

Kufikia sasa asilimia 42 ya kura za urais nchini Kenya zimehesabiwa na kuwasilishwa rasmi kwa tume ya uchaguzi IEBC kupitia mitambo ya electroniki.

Hata hivyo kumekuwepo malalamishi kuhusu kucheleweshwa kwa shughuli ya kujumlisha kura kutokana na hitilafu ya mitambo.

Uhuru Kenyatta, anayekabiliwa na kesi katika mahakama ya uhalifu wa kivita ICC, angali anashikilia uongozi huku kura za urais zikiwa bado zinahesabiwa.

Huu ni uchaguzi mkuu wa kwanza kufanyika tangu ghasia za baada ya mwaka 2007/2008 kufuatia matokeo yaliyozua utata.

Kenyatta aliendelea kuwa mbele kwa hesabu ya matokeo ya mwanzo dhidi ya mpinzani wake waziri mkuu Raila Odinga katika siku ya pili ya shughuli ya kuhesabu kura zaidi ya masaa 36 baada ya shughili ya upigaji kura kukamilika.

Hadi sasa Uhuru ana kura milioni mbili nukta nane wakati Raila Odinga akiwa na kura milioni mbilii nukta mbili

Raila Odinga alidai kuibiwa ushindi wake mwaka 2007 wakati matokeo yalizua ghasia na kusababisha vifo vya watu zaidi ya laki moja huku maelfu wakiachwa bila makao

Wakati mamilioni ya wakenya walijitokeza kupiga kura kwa amani siku ya Jumatatu,watavyopokea matokeo ya mwisho ya kura ndio itakuwa ishara ya uthabiti wa nchi hiyo. 

Ni asilimia arobaini na moja ya kura zilizohesabiwa huku kukiwa na vituo zaidi ya elfu thelathini ambako kura zilipigiwa.

Ni zaidi ya kura milioni tano zilizohesabiwa kutoka kwa wapiga kura milioni 14.3 waliokuwa wamesajiliwa.

RAIS WA VENEZUELA HUGO CHAVEZ AFARIKI

Wafuasi wa Hugo Chavez wamekuwa wakimuombea aweze kuugua pole

Katika taarifa kwa taifa, makamu wa rais wa Venezuela Nicholas Marduro ametangaza kufariki dunia kwa rais Hugo Chavez, 58, kufuatia kuugua muda mrefu maradhi ya Saratani. Rais Chavez ametoweka katika hadhira ya nchi hiyo kwa muda mrefu ambapo alikuwa anapokea matibabu nchi jirani ya Cuba.

Alirejea , mjini Caracas mnamo Februari 18 kwa mara ya kwanza tangu maradhi yake yamzidie ambapo alipelekwa hospitali ya kijeshi kuendelea kupokea matibau. Hata hivyo maelezo zaidi hayakutolewa juu ya afya yake. Waandamanaji waliandamana katika mji mkuu Caracas mwishoni mwa juma wakidai kuwa watu wa Venezuela wanapaswa kupewa habari zaidi kuhusu afya ya rais wao.

Bwana Chavez amekua uongozini nchini Venezuela kwa miaka 14 na anatazamiwa kuleta mageuzi makubwa yaliyolenga zaidi kuimarisha maisha ya raia wa pato la chini.

Ujumbe wa JeshiTaarifa kutoka kwa jeshi imesema kuwa wataendelea kuilinda hadhi ya nchi na kuimarisha usalama. Pia jeshi limeahidi kuendelea kuwa waaminifu kwa makamu wa rais Nicholas Marduro na wakatoa wito kwa raia kuwa watulivu.

CHAVEZ - WASIFU

Hugo Chavez alijitosa katika siasa za Venezuela mnamo Februari 1992 akiwa luteni katika jeshi. Aliongoza mapinduzi dhidi ya rais wa wakati huo Carlos Andres Perez.

Lakini kutokana na kukosa usaidizi wa kutosha wa kijeshi, Chavez na wanamgambo wenzake walishindwa kunyakua madaraka hayo. Alikiri kushindwa na aliwekwa korokoroni.

Aliingia uongozini baada ya ushindi mkubwa ulioviondosha vyama vya kisiasa wakati huo. Katika kuapishwa kwake mnamo February 1999, Hugo Chavez alitangaza wazi kwamba mipango yake ya mabadiliko ya kisiasa na kiuchumi sio kampeni tu. Alitimiza ahadi yake na kuiongoza nchi hiyo katika mabadiliko ambayo hayakuwahi kushuhudiwa katika muda wa miongo kadhaa. Alibadili muundo wa bunge na kulifanya kuwa la kikatiba, ambalo liliiunda katiba mpya baada ya kura ya maoni iliyoidhinishwa na 88% ya wapiga kura.

Rais Chavez alitaifisha rasilmali ukiwemo utajiri wake mkubwa wa mafuta. Sera kama hizi zilimfanya azozane na kampuni za kimataifa za mafuta, lakini alipata uungwaji mkono mkubwa wa watu maskini.

 

Kutokana na urafiki wake na viongozi wa mrengo wa kushoto kama vile rais wa Cuba, Fidel Castro, ambaye walikuwa na uhusiano wa karibu aligongana kidiplomasia na Marekani, ambayo ni mshirika wake mkuu wa kibiashara.

Chavez alipendwa nyumbani na wafuasi wake lakini alipingwa na baadhi ya watu nchini humo na katika nchi za nje. Alionekana sio tu kama bingwa wa jamii maskini lakini pia kama muingiliaji wa siasa za nchi jirani. Katika miaka ya hivi karibuni alilenga kukabiliana na masuala ya ndani ya Venezuela, kama uhalifu, kuinua uchumi wa nchi na kukabiliana na rushwa.

Applications are invited from qualified Tanzanians from the Public Sector to apply for the Masters programme offered by the Government of Republic of Korea through Korea International Cooperation Agency (KOICA) for the year 2013/2014. The scholarships Programs to be offered are as follows-;
