EAST AFRICAN COMMUNITY
CLIMATE CHA NGE PROGRAMME MANAGEMENT UNIT
The
East African Community ( EAC), the Common Market for Eastern and Southern
Africa (COMESA) and the Southern African Development Community (SADC) are jointly
implementing a Programme on Climate Chang e Adaptation and Mitigation in the
Eastern and Southern Africa (COMESA-EAC-SADC) Region under the COMESA-EAC-SADC
Tripartite Framework. The overall objective of the Programme is to address the
impact of climate change through successful adaptation and mitigation actions
aimed at building socio-economic resilience of communities through Climate-S
mart Agriculture (CSA). The Programme is intended to increase investments in
climate resilient and carbon efficient agricultural practices and strengthen linkages
between agriculture, forestry, and other land uses (AFOLU) and renewable energy
practices in the COMESA-EAC- SADC Member/Partner States.
The
EAC Secretariat has received funding from the Government of Norway; the
European Union; and the Government of the United Kingdom and Northern Ireland
th rough COMESA towards the implementation of the Programme. Part of the funds
will be directed towards supporting positions established as part of the
Programme Management Unit ( PMU) that will be charged with providing technical,
coordination and administrative functions to be implemented by EAC individually
and jointly w ith the other Implementing Partners (COMESA and SADC).
Applications
are therefore invited from suitably qualified citizens of East Africa for the
following position tenable at the EAC Sec retariat in Arusha, Tanzania.

MAIN PURPOSE OF THE JOB:
To
monitor the programme progress in terms of compliance of results, indicators
and advice on programmatic adjustments to be responsive to the change with a
focus on promoting the achievement of desired results/deliverable in all
programmatic areas on schedule.
DUTIES AND RESPONSIBILITIES:
1.
Preparation of monitoring and evaluation frameworks (Results Based Framework)
and plans for an adequate follow-up and continuous review and feedback of
programme implementation and effectiveness;
2.
Preparation of annual and quarterly work plans and budget;
3.
Compilation and generation of baselines data and information upon which
Programme success shall be measured including detailed analysis of the
situation in programme, identification of operational and financial problems,
and development of solutions.

Preparing reports to the Programme Steering Committee
5.
Preparing quarterly and annual technical programme reports summarizing the main
activities and results
6.
Assessing Programme quality, relevance, effectiveness, efficiency of Programme
delivery, adherence to standards and procedures;

Evaluating Programme impact and sustainability:

Coordinate the internal monitoring process in liaison with Programme Management
Units (PMUs) at COMESA and SADC Secretariats;
9.
Presentation of information/ reports for identification of areas for support
and interventions;
10.
Assisting in the implementation of the strategic partnerships and resources
mobilization strategies and initiation of new projects/programmes;
11.
Provision of guidance to the executing agencies on routine implementation of
projects, tracking use of financial resources;
12.
Follow up on performance indicators/success criteria, targets and milestones,
preparation of reports;
13.
Facilitating preparation of internal and external project/programme evaluations
and technical audits and support the implementation of audit recommendations
14.
Promote a positive corporate culture and image of the Community.
QUALIFICATIONS AND EXPERIENCE:
A
Bachelor’s degree in Environment and Natural Resources Management, Climate Change,
International Development or any other relevant discipline. A postgraduate
qualification in Monitoring and Evaluation of projects is essential;
Minimum
of five (5) years demonstrated experience in monitoring, evaluating and impact
assessment management with a special emphasis on environmental management and
climate change projects/programme in a regional or international setting and a
minimum of three (3) years relevant experience in the implementation of
specialised Information Technology systems for M&E of development projects.
SKILLS AND COMPETENCIES:
Excellent
skills in Information Technology including relevant experience in the usage of
computers and office software packages, operating systems and experience in
handling of web based management systems; ability to lead strategic planning,
results-based management and reporting, formulation, implementation, monitoring
and evaluation of the programme’s activities.
The candidate
should possess the ability to formulate project work plans and budgets and
manage their execution including clear and concise technical reporting; and
hands-on experience in monitoring and evaluation of development projects and
networking with various development stakeholders at the national, regional and
international level;
TERMS AND CONDITIONS OF SERVICE
These
are non-established project positions tenable at the EAC Secretariat
Headquarters in Arusha, Tanzania. The positions are supported by COMESA through
donor funds provided by the European Union, the Royal Norwegian Government and
the Governments of the United Kingdom and Northern Ireland.
The
positions will be tenable for a period not exceeding four (4) years subject to
satisfactory performance and availability of funds.
The
above positions will be subjected to the EAC quota system.
