The ILO invites interested parties to submit their expression of interest for the following vacancy:

 Chief Information Officer (D2)

The following are eligible to apply:

Ø  Internal applicants in accordance with paragraphs 15 and 16 of Annex I of the Staff Regulations.

Ø  External applicants.

INTRODUCTION

The International Labour Office (ILO) is the permanent secretariat of the International Labour Organization, a UN specialized agency which promotes decent work, social justice, and internationally recognized labour rights. The Office employs some 2,500 officials of over 110 nationalities at the Geneva headquarters and in 50 external offices around the world.

 

The Chief Information Officer (CIO) is one of six Department Directors in the portfolio of the Deputy Director-General for Management and Reform (DDGMR). The CIO is a member of DDGMR Senior Management Team. The department is comprised of the ILO Library, the archives and the Information and Communications Technology Branch. Overall, the CIO is responsible for Information Management (IM) and the Information and Communications Technology (ICT) that support achieving the strategic objectives of the Organization, including implementation of the ILO's IT Strategy.

 

The Information Technology Strategy 2010-15 adopted by the Governing Body in November 2009 set down the following three outcomes defining the contribution of IT to the Strategic Policy Framework of the Organization (http://www.ilo.org/wcmsp5/groups/public/---ed_norm/---relconf/documents/meeting document/ wcms _116314.pdf):

 

Ø  IT driven reforms contribute to an integrated, user-friendly, cost-efficient and transparent administrative system;

Ø  A collaborative Office-wide approach to the use of IT resources and capabilities is embedded, resulting in improved IT governance and efficiencies, and

 

Ø  A culture of service excellence in consolidated IT operations is embedded, resulting in a more effective use of resources.

DESCRIPTION OF DUTIES

The CIO's leadership capabilities, business acumen and strategic perspective will take precedence over technical skills. More specifically, the CIO will:

Ø  Advise and facilitate consensus building at senior management level on all aspects of IM and ICT including strategic, architectural, governance, policy, resource allocation and operational matters;

 

Ø  provide vision and leadership for the transformation of information management and sharing from traditional to ICT-based means;

 

Ø  formulate ILO-wide strategies to align IM and ICT with organizational, programme and knowledge management needs and oversee implementation at headquarters and in external offices, with a strong focus on obtaining value for money;

 

Ø  Establish strategic service provider partnerships;

 

Ø  Mainstream innovative technologies that promote collaborative working practices, knowledge-sharing and digital communication;

 

Ø  position IM and ICT to play a strategic role in driving organizational change and administrative reform;

 

Ø  oversee the transformation of the library to the collaborative, digital, mobile era, creating a more dynamic relationship with audiences;

 

Ø  promote and develop efficient and customer-oriented working methods within Department and realign the ICT operating model;

 

Ø  undertake periodic assessments of IM and ICT capabilities and performance in comparison to industry and UN benchmarks and best practices;

 

Ø  represent the Office in UN-wide IM and ICT initiatives;

 

Ø  align and manage ICT and IM risks with Office-wide risks, including information security; and

 

Ø  Manage the budget of the department and any special allocations provided for IM and ICT.

 

REQUIRED QUALIFICATION

 

Education

Advanced university degree in Information Management or Technology, or an advanced degree involving substantial studies in information management or a related field.

Experience

A minimum of 15 years of experience, of which considerable experience in IM or ICT, and a demonstrated understanding of how information can be harnessed and used for organization effectiveness. International experience is essential for this role.

Languages

Excellent command of English or French, with a very good working knowledge of the other. Knowledge of Spanish would be an advantage.

Competencies

Technical competencies - Deep knowledge of information technology hardware, software, architecture and governance standards (such as COBIT and ITIL) and integrated information resource systems, preferably Oracle. Proven experience in fostering a culture of knowledge sharing, including the development and implementation of enabling IT based tools and standards.

 

MANAGERIAL COMPETENCIES

Ø  proven ability to lead, manage, and motivate highly technical and multi-cultural team;

 

Ø  proven ability to develop, formulate and implement a vision for the IM and ICT function;

 

Ø  Proven ability to drive IT consolidation and efficiency;

 

Ø  Demonstrated capacity to instill a strong service ethos;

 

Ø  Demonstrated capacity to drive IT enabled organizational change and administrative reform;

 

Ø  Strong communication skills;

 

Ø  Proven track record of implementing results-based strategies under difficult budgetary conditions, and

 

Ø  Proven ability to solve problems, and to quickly adapt to changing conditions.

 

Ø  Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes.

 

ADDITIONAL INFORMATION:

As part of the recruitment process candidates will be required to take the ILO high-level assessment center before being considered for interview.

 

APPENDIX II CONDITIONS OF EMPLOYMENT

Ø  Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.

 

Ø  The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)

 

Ø  A successful external candidate will be on probation for the first two years of assignment.

 

Ø  Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

 

Other allowances and benefits subject to specific terms of appointment: •Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);

Ø  Children's education grant (per child per year);

 

Ø  Pension and Health Insurance schemes;

 

Ø  30 working days' annual leave;

 

Ø  Assignment Grant;

 

Ø  Entitlement to transport expenses of personal effects;

 

Ø  Repatriation Grant;

 

Ø  Home-leave travel with eligible dependants every two years;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

 

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
